Position Summary:


The Title IX and Civil Rights Investigator reporting directly to the Director of Equity & Civil Rights. The Title IX and Civil Rights Investigator conducts unbiased, thorough, and timely investigations throughout the Connecticut State Community College, CT State Colleges and Universities System Office, and Charter Oak State College.


Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)


Minimum Qualifications:


Bachelor's degree and a minimum of six (6) years or a Master's degree and a minimum of four (4) years of related work experience leading Title IX and other civil rights investigations; or a comparable combination of experience and training.


Successful Candidate must have or must possess:


+ Demonstrated ability to carry out a full range of workplace Title IX and civil rights investigation functions in a multifaceted educational environment;


+ Experience in researching, interpreting, applying, and advising on complex laws, regulations, and collective bargaining agreements;


+ Experience in the application of state and federal laws, statutes, regulations, and policies governing civil rights;


+ Experience in the application of rules of evidence, hearing procedures, and principles of due process;


+ Working knowledge of the Americans with Disabilities Act, Title IX, Title VII, and other relevant state and federal laws and regulations;


+ Ability to communicate effectively orally and in writing; experience working in collaboration with multiple constituencies;


+ Incumbent must have workplace proficiency with relevant technologies, including but not limited to, MS Office and specifically Word and Excel, virtual meeting software, e.g., TEAMS or WEBEX, and experience with human resource or other databases.


+ Ability to speak another language (e.g. Spanish, Arabic, French), preferred.

+ Bilingual/multilingual.


+ Experience conducting Title IX and Civil Rights investigations involving students, faculty, staff and the public.


Example of Job Duties:


Under the direction of the Director of Equity & Civil Rights, the Title IX and Civil Rights Investigator conducts and oversees Title IX and other civil rights investigations throughout CT State, the CSCU System Office and COSC as follows:


+ Responsible for investigations, involving, but not limited to, faculty, staff and students across the CT State, the CSCU System Office and COSC as follows , with primary focus on the incidents reported at campuses of the community colleges, including not limited to potential violations of Title IX, Title VII, and other forms of discrimination, retaliation, harassment, sexual harassment, and related CSCU policies.


+ Makes initial assessment of allegations or report by reviewing available information in consultation with campus administration.


+ Provides notification to parties in accordance with applicable collective bargaining agreement and/or CSCU policies.


+ Conducts in-person or virtual interviews of complainant(s), respondent(s), witnesses, and subject employees, students and others.


+ Collects and analyzes evidence, documentation, and data from a variety of sources; applies relevant contractual provisions, federal and state laws, and CSCU and institutional policies


+ Produces a written investigation report containing synopsis of allegations, summary of interviews conducted, analysis, and factual findings.


+ Independently manages assigned casework, bringing investigations to closure within applicable timeframes.


+ Analyzes aggregate casework data to identify trends and opportunities for proactive issue mitigation, makes strategic recommendations to campus administration and Director of Equity and Civil Rights.


+ Design, collect, and analyze multiple levels of employee and key stakeholder feedback to drive better investigation outcomes in a more efficient manner.


+ May assist the Labor Relations Center of Excellence team to prepare for grievance conferences, arbitration, and other third party adjudicatory proceedings stemming from workplace investigations; may testify at grievance, arbitration, and other third party proceedings with respect to workplace investigations conducted.


+ May conduct system-wide training on investigatory best practices, Equity and Civil Rights and/or investigation trends for campus leaders, supervisors, and employees.


+ Other responsibilities as assigned.

Starting Salary:


$79,549 - $99,435 (midpoint) approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
