DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The City of Houston has an exciting opportunity for a SENIOR IT PROFESSIONAL - APPLICATIONS position located at the Houston Health Department. The following is a description of some of the duties:
  • Integration of interfaces and technical solutions based on functional and business requirements.
  • Responsible for programming system interfaces to process HL7 v2.3.1 and v2.5.1 transactions using the Rhapsody® or Mirth Integration Engines. This resource will provide HL7 interface/data integration maintenance, support, and troubleshooting specifically for ELR, eCR and CCD messages. 
  • Participates in successful integration of interfaces, including risk analysis, testing, monitoring, and evaluation of the anticipated outcomes. 
  • Ensures test and training environments sustain a high level of synchronization and integrity within the production of (live) environments. 
  • Provide HL7 interface/data integration maintenance, support, and troubleshooting. 
  • HL7 hands-on development and data utilization utilizing Rhapsody Integration Engine.
  • Modify existing interfaces. 
  • Conduct testing and move the interface components into a live environment. 
  • Lead installations and upgrades of integrated engine. 
  • Create and document requirements based on technical conversations.
  • Understand and translate requirements into creating finished products.
  • Design, develop, test and deploy Applications, Interfaces and Reports.
  • Support and Maintain Applications, Interfaces and Reports and other Duties as assigned.

    Knowledge and Skills: 
    • Experience with MU Stage 3/Public Health Reporting a plus 
    • Experience with electronic Case Reporting is a plus.
    • Prior healthcare domain experience Education/Experience  is required.
    • Knowledge of system development methods used for the development of new systems and enhancements to existing information systems 
    • Knowledge and experience with Rhapsody or Mirth Integration Engine is a must.
    • Minimum 6 years of ‘hands-on’ experience with Rhapsody  or Mirth Integration Engine administration, including application of updates and patches 
    • Knowledge of the ONC technical standards for certification of EHR technology (CEHRT) 
    • Knowledge and understanding of the fundamentals of IT network, operations and project management concepts and practices, including IT concepts and basic operating principles of healthcare information systems, along with data standards. 
    • Knowledge of encryption standards and technology, strong secure data exchange background, and expertise with secure exchange protocols (e.g. HTTPS, SSL, SFTP, Direct Secure Messaging, etc.). 
    • Knowledge of the health care vocabularies such as LOINC, SNOMED, and ICD10 
    • Experience with system development methods used for the development of new systems and enhancements to existing information systems 
    • Rhapsody Professional or Expert Certification a plus 
    • Experience with both common and emerging interoperability standards such as Health Level Seven International (HL7) V2.x, V3, IHE profile, Clinical Document Architecture (CDA), CCD and Fast Healthcare Interoperability Resources (FHIR) 
    • Experience implementing solutions based on Federal Implementation Guides 
    • Experience in public health field highly desired 
    • Hands-on Relational Database experience (Microsoft SQL Server) 
    • Expert on RDBMS concepts, Design, Reports, Complex queries, Optimization 
    • Strong understanding of web-based technologies, XML processing, SOAP, REST, JSON, Web services, etc. 
    • Experience with application security including LDAP integration, SAML, Single Sign On
    • Must have excellent communication skills.
    • Advanced leadership, communication, and organizational skills.
    • Ability to prioritize and manage multiple tasks across multiple projects concurrently.
    • Apt to teach, train, and mentor other Developers.
    • Ability to maintain a high level of confidentiality at all times. 
    • Must have a proactive attitude toward members, supervisors and co-workers 
    • Promotes and displays a positive, can-do attitude. 
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

Job Requirements:
EDUCATION REQUIREMENTS
Requires a Bachelor’s degree in Computer Science, Management and Information Systems (MIS) or a closely related field.
Usually has advanced technical certifications that demonstrate mastery of a specialized applications.
 
EXPERIENCE REQUIREMENTS 
At least six (6) years of technology experience supporting applications.
Advanced certifications and/or greater than six (6) years applicable experience may be substituted for up to two (2) years of the education requirement.
 
LICENSE REQUIREMENTS 
None**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
 
Preferences will be given to those with the following skill sets:

  • Bachelor’s degree in related area and/or equivalent experience in the computer/software engineering, management and analysis of public health surveillance data 
  • Minimum 6 years of professional experience with HL7 messaging standards & interface engineering, specifically working with HL7 v2 xml v3 messages
  • 6 or more years of experience designing complex applications using Java, C#, JavaScript a plus 
  • Experience with cloud services (AWS, Microsoft Azure)

None; however, Department may administer skills assessment test.

Grants & Special Funded positions are dependent upon continued available funds. If funding is no longer available, employees may be laid off or transferred.
