DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The General Services Department is seeking a dynamic, self-motivated, and customer focused Project Manager to plan, execute, and complete environmental projects in accordance with contract terms, deadlines and within budget.  This position will coordinate, monitor, and manage the usage of service contracts for asbestos abatement, demolition, soil remediation, material testing, and other environmental issues.  

This position will also be in charge of the following:
  • Oversees quality control throughout environmental projects. 
  • Reviews environmental contractor and consultant submittal in response to a RFQ and other request for documents or information.  
  • Defines project scope, goals, and deliverables. 
  • Plans, coordinates, implements, and manages special projects with other City departments.  
  • Will require driving to various locations, and attends pre-bid, pre-construction, and other scheduled meetings.  
  • Interprets federal and state environmental laws and City Code Ordinances to contractors, consultants, and other stakeholders.  
  • Resolves issues and problems concerning environmental projects.  
  • Oversees field activities and ensures contract compliance with all applicable laws, ordinances, and specifications.  
  • Processes pay authorizations and invoices for payments for completed projects.  
  • Drafts, edits, and proofreads correspondence and other documents.  
  • Prepares and generates analytical and activity reports on environmental projects.  
  • Maintains electronic and office files and records.  
  • Serves as liaison between City, contractors, consultants, testing laboratories, citizens, and other City departments.  
  • Responds to telephone and office visit inquiries from citizens, contractors, consultants, and other City Departments.
  • Perform other duties as assigned.

Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required. 

WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.


Job Requirements:
MINIMUM EDUCATIONAL REQUIREMENTS 
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position.  Considerable knowledge of design or construction is required. 

MINIMUM EXPERIENCE REQUIREMENTS
Four years of experience in construction, construction inspection, design, landscape design, geotechnical, environmental or a closely related field are required.
 
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis. 
 
MINIMUM LICENSE REQUIREMENTS
Valid Texas Class C driver's license and compliance with the City of Houston Motor Vehicle Assignment and Use Policy (AP 2-2).
 Preferences will be given to applicants with the following:
  • Task management for environmental and materials testing projects
  • Strong computer skills, preferable MS Office and SAP.
  • Experience with Environmental Projects
  • Experience managing multiple construction and or design projects
  • Knowledge of construction contract bidding, procurement procedures, administration and  management
  • Experience in Asbestos, Lead, Mold and Demolotion Services
