WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I)DIVISION?

45 vacancies for LB&I Deputy Commissioner. Vacancies may be filled in the following specialty areas: ADCCI-Strategy, Policy & Governance; ADCCI-Compliance Planning & Analytics (CP&A); ADCCI-CP&A-Planning, Reporting & Monitoring and/or Workload Development & Delivery - Cross Border Activities Practice Area - Eastern Compliance Practice Area - Program and Business Solutions - Pass-Through Entities, Western Compliance Practice Area, Northeastern Practice Area (NECPA) however, additional positions may become available in other areas within LB&I.

The following are the duties of this position at the full working level.

* Responsibilities usually cover an international tax segment and/or an entire business industry, e.g., financial services, healthcare, natural resources, heavy manufacturing, transportation, communications technology, retailers, food, pharmaceuticals, the media, college/universities, religious organizations, labor organizations, private foundations, political organizations, employee benefit plans, and government entities.

* Plans, coordinates, and conducts analysis of examination programs and tax law issues involving large and complex businesses, i.e. with $5 million or more in assets, with extensive subsidiaries, diversified activities, multiple partners, and national or international scope and operations. Analyzes business trends and practices to recommend and implement tax administration and auditing strategies affecting a major industry and/or international business segment.

* Monitors, reviews, analyzes and evaluates the full range of LMSB projects, strategies, and operations to determine their effectiveness and impact on corporate and international taxpayers and employees, LMSB pre-filing and post-filing strategies, customer satisfaction, and the efficient use of IRS resources.

* Identifies problems, best practices, and emerging tax compliance issues; develops, recommends, and facilitates process improvements and planning options; and reports results to affected LMSB and other IRS management officials.

* Examines corporate accounting systems and practices to determine that recommended programs, polices, and management applications are fully compatible with the technical and administrative provisions of the Internal Revenue Code, IRS regulations and rulings, as well as IRS' balanced measures.

* Reviews content and assesses the impact of new and/or proposed tax or related legislation on IRS operations and/or systems. Prepares guidelines, instructions, and other documents to introduce new initiatives and to recommend effective operations consistent with policies and objectives pertaining to assigned program area.

* Develops new approaches for analysis of issues.

* Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENT: BASIC REQUIREMENTS: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.

OR

A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.

OR

Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE FOR GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience in applying progressively responsible and diversified professional accounting or auditing work that required: knowledge of and skill in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; skill in interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; knowledge of business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; knowledge of corporate financial transactions and financial management principles and practices; and, skill in interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions. To be qualifying, your experience must be sufficient to demonstrate an expert knowledge, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also demonstrate a comprehensive knowledge of, through experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; knowledge of management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; and the ability to communicate effectively both orally and in writing.

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
